The Past

Massport has invested more than $172.7 million to reduce airplane noise in nearby neighborhoods. This investment has improved sound levels inside 5,467 homes across the communities of Revere, Chelsea, Winthrop, East Boston, and South Boston.


The Present


Massport has restarted the Residential Sound Insulation Program with three pilot projects in Winthrop, Revere, and East Boston.
If your home is eligible, you may receive, at no cost to you:
• New windows
• New doors
• Central air conditioning or a ventilation system (if you don’t already have one)
The first pilot project is complete, and every participating homeowner reported a big improvement in reducing noise. A majority of the homeowners also said they were very satisfied with the program. All three pilot projects will be finished by Spring 2026.


The Future

In Fall 2025, design work will begin for the larger, long-term program. Starting in 2027, the program will expand to improve up to 60 homes every year. Priority will go to the homes most impacted by noise, no matter which community they are in.
